The Board of Directors comprises six (6) Caribbean nationals, bringing professional expertise from the areas of finance and banking, law, marketing and fundraising, education, human resource development, strategic management, public sector reform and modernisation, early childhood and family development. In addition to ensuring good governance, the FDCC Board of Directors is responsible for fund-raising to ensure that timely, effective and targeted activities are undertaken and that investors' funds are used appropriately and regularly reported on with transparency. The Directors will therefore be engaging and seeking support from regional and international funding agencies, the private sector, philanthropists, and individual contributions.

Mr. Milton Lawrence, Chairman

Mr. Milton Lawrence is a Dominican management consultant and the CEO of ECIC Holdings Ltd., a consortium of indigenous banks of the Eastern Caribbean. He has over 20 years senior management experience in the private, non-profit and public sectors and with regional and international donor agencies. He has regional and international experience in micro finance and project development and appraisal. Mr. Lawrence has an MBA from the Cranfield School of Management and is an Accredited Director of the Institute of Chartered Secretaries and Administrators. He is a creative, dynamic, results-oriented leader with progressive experience in banking and finance.




Dr. Julian Ferdinand, Vice-Chairman

A native of St. Vincent and the Grenadines, Dr. Julian (Jules) Ferdinand is a business consultant, lecturer, and author.  He has conducted management and leadership training in several companies and organisations throughout the Eastern Caribbean. He lectures in Corporate Turnaround, Strategic Management, Multinational Strategy, and the Global Strategy and Innovation courses in the Masters in Business Administration (IMBA) programmes at the Arthur Lok Jack Graduate School of Business (UWI, Trinidad & Tobago). 

He also teaches the Strategic Planning course in the Executive Masters in Business Administration (EMBA) programme at the Cave Hill School of Business (UWI, Barbados).  In addition, he has conducted the Strategy Dynamics course in the Doctorate in Business Administration (DBA) programmes at both business schools.

Prior to his career in business management, Dr. Ferdinand was trained as an educator and social worker. He is the author of the motivational book, Be Inspired (ISBN #978-976-8204-34-9), and has a weekly column in The Vincentian newspaper.  He has written extensively on the need to cultivate habits that retain a focus on constantly improving personal performances. 


Mrs. Jennifer Astaphan, Board Secretary

Mrs. Jennifer Astaphan is a Dominican, is an Attorney-at-Law, and served in that island as Permanent Secretary and Chief Establishments Officer in the Ministries of Health, Communications and Works and the Establishment Personnel and Training Departments (1987-2000). She has been involved in Policy Formulation, Planning, Legislative Development and Review, Regulation and Administration at the highest level in the public service. Ms. Astaphan, a member of Lincoln’s Inn, has been called to the bar in several of the OECS States.  She is the Executive Director of the Barbados based Caribbean Centre for Development Administration (CARICAD).


Mrs. Rosemary Deligny

Mrs. Rosemary Deligny is a Saint Lucian national. Rosemary has enjoyed a long and varied career in the Management and Retail Industry. She is currently the Area Retail Director for Duty Free Caribbean Holdings, with responsibility for Colombian Emeralds, Jewelers Warehouse and The Jewelers' brands of luxury retail jewellery stores across the Caribbean Region and the Bahamas. She is a dynamic and results oriented leader, and her passion is people development. By profession, she is a UK trained General and Psychiatric nurse. She served as a Board member of the Saint Lucia Chamber of Commerce, Industry and Agriculture for many years, and Chaired the Saint Lucia Youth Business Trust, a program designed to assist young persons develop skills, attitudes and to access resources to become successful entrepreneurs. She is married with three children.


Mrs. Ziska White, Board member

Mrs. Ziska White is a Dominican and graduated from The Convent High School in Dominica 1962 and joined the Royal Bank of Canada where she worked in various departments for 18 years. During this time she also volunteered in many other church related activities. She migrated to Canada in 1980 and again joined Royal Bank, taking responsibility as Manager for several Branches ending her career as Manager-Credit Management with 40 direct reports. During her career with the bank Ziska completed several in house courses in Financial Management, Planning and Leadership. Mrs. White is currently an executive member of Dominica Convent High

 School Alumni of Ontario which was formed 4 years ago to assist in meeting the needs of the Students. A Dominican by birth, she is a choir member of her church and has been involved in many volunteer organizations from time to time.

Ms. Paula Trotter, Board member

Paula Trotter, is a National of the Commonwealth of Dominica is a consultant who holds a M.Sc. in Nutrition and a M.Ed. in Leadership in Early Childhood Development.  She has over thirty years of progressively responsible experience in public health in the Caribbean with a strong focus on building local capacity for strategic planning and implementation of nutrition strategies and interventions in program areas such as Maternal and Child Health, Adolescent Health, Chronic Disease Prevention, HIV Prevention and Care, and Food Security. In more recent years, she has embarked on a broadened scope of professional activity through the provision of technical support for policy and program development in Early Childhood Development. Ms. Trotter has a proven track record of strong management and training skills with demonstrated experience in program design, implementation and evaluation. She is also proficient in research (qualitative and quantitative) and proposal development, including project design and writing and has demonstrated ability to establish and maintain effective, collaborative relations with relevant public and private sector agencies, non-government organizations, UN and other international agencies.
